Questions about Fine Tuning

Hi all. I am not a qualified physicist or anything, but I had a question about the universe.

It’s a given that our universe is fine tuned. Whether that has any weight to it depends on the person. What I mean is that the fine tuning of our universe can be explained away by the multiverse theory (whether it is true or not).

However, in order for any universe to exist, not just ours, does it not require some elements of fine tuning? Things like the Gravitational Force constant and Electro magnetic force constant?

The only way i can see around this is if someone says that those separate universes are not governed by the same laws as ours, but still wouldn’t these universes need at least gravity and energy to exist?
